That's because some of that space is used by hardware and is not available to the operating system and applications. Why My 64 bit Windows 7 Still Show 3GB Usable Out of 4GB -

  I have 4GB of installed RAM and a 64 bit OS. However, both the system properties and the resource monitor say that only 3GB are usable. In theory this shouldn't happen, since there isn't a limitation in 64 bit Operation System to limit the memory to only 4GB. For example, a bit version of Windows 7 may report that there is only GB of usable system memory on a computer that has 4 GB of memory installed.
